Tulsa County Release Outcomes
A release is a custody event. It is not merely a missing name. At the David L. Moss Criminal Justice Center, a person may leave after posting bond, receiving a court order, completing time served, or having a charge dismissed. A departure can also be a transfer to the Oklahoma Department of Corrections, another county, the U.S. Marshals Service, or Immigration and Customs Enforcement. Each outcome points to a different record.
The Tulsa County Inmate Information Center is described by the county as a way to locate people currently in jail. Once a booking drops from that current view, the historical custody transaction remains the key fact. The jail record should be compared with the legal authority in the relevant court. A current ODOC status, VINE event, federal locator result, or ICE record may then identify what happened after county custody ended.
| Outcome | Meaning | Next record |
|---|---|---|
| Bond or court release | Physical custody ends while a case may continue | TCSO release entry and court docket |
| Time served | The custodial part of a sentence ends | Release entry and judgment |
| Parole | Prison custody ends under supervision | ODOC status and parole records |
| Transfer | One jail releases the person to another authority | Releasing and receiving agency records |
| Discharge | A specified corrections sentence is complete | ODOC sentence or discharge record |
Tulsa County Release Record Fields
A sound Tulsa County release record ties one person to one booking and one exit event. Tulsa County does not publish a full public data dictionary, so labels should be copied from the record actually supplied. The strongest fields are the booking identifier, facility, date and time, authority, manner of release, and any receiving agency. Identity details matter because names alone can match more than one person.
| Field | What it establishes |
|---|---|
| Name, alias, and date of birth | The identity attached to the event |
| DLM or booking number | The exact Tulsa County booking |
| Booking date and facility | When and where custody began |
| Release date and time | When that agency's custody ended |
| Release type or authority | Bond, order, time served, transfer, or another basis |
| Destination or receiving agency | Whether the person entered another custody system |
A court docket answers a related but different question. An appearance bond, dismissal, judgment, or sentence may authorize or explain an exit. It does not prove the checkout occurred at the same moment, and it cannot rule out another hold. When two sources conflict, the agency that physically held the person is the best source for the custody fact.
Request Tulsa County Release Records
The Tulsa County Sheriff's Office request page controls requests for DLMCJC records. TCSO accepts sheriff requests by mail or email, not by hand delivery. Address mail to the Public Information Officer, Tulsa County Sheriff's Office, 6080 E. 66th Street North, Tulsa, OK 74117, or email pio@tcso.org. The current form lists 918-596-5641. A clear request should seek existing records instead of asking staff to research or explain a case.
- Identify the person with full name, useful aliases, birth date if known, and the DLM or booking number.
- Give a narrow booking or release date range, arresting agency, and court case number when available.
- Ask for the booking sheet, custody or release log, release date and time, authority or type, receiving agency if public, and booking photograph.
- Request electronic copies, segregable nonexempt fields, and a fee estimate before costly work begins.
- Keep the response with the court or receiving-agency record that confirms the outcome.
TCSO's July 2026 schedule lists black-and-white pages through 8.5 by 14 inches at $0.25 per page, certified copies at $1 each, and certain media at stated or actual cost. Labor is listed at $20 per hour and technology at $32 per hour, both in 15-minute units. Charges depend on the request and the law, so an estimate is more useful than assuming a total. Oklahoma requires prompt, reasonable access, not a universal fixed response period.

Law on Tulsa County Releases
The Oklahoma Open Records Act begins at 51 O.S. §24A.1. Section 24A.8 addresses law-enforcement records. If an agency keeps a jail register, blotter, or booking information, the minimum inspection fields include the prisoner's name, the date and cause of commitment, the committing authority, whether the commitment was criminal, a description, and the date or manner of discharge or escape. That rule supports a request for the historical discharge entry. It does not require TCSO to create a ready-made daily release list.
Exempt or restricted material may include juvenile information, medical details, victim data, security material, active investigative content, and protected identifiers. The custodian applies those limits and should separate releasable portions when possible. No official online retention period for former Tulsa bookings was found. A missing portal result can also follow sealing or expungement. Oklahoma expungement uses a court process under 22 O.S. §§18 and 19, and an old copy should not be republished when the official record has been sealed.
- Time served
- Custody credited toward a sentence or completion of its custodial part.
- Parole
- Conditional release from prison while supervision continues.
- Probation
- Court-ordered supervision that may replace or follow confinement.
- Discharge
- Completion of the identified correctional sentence, subject to other cases.
- Detainer
- A request or hold from another authority that may cause a transfer.
When Tulsa County Releases Happen
DLMCJC operates around the clock, but TCSO does not publish a standard exit hour, weekend release schedule, or guaranteed pickup point. Case processing, court authority, bond verification, and other holds can affect timing. The jail's general number, 918-596-8900, is the right route for case-specific logistics. A 24-hour jail operation should never be treated as proof that every public service counter is always open.
Property has a separate schedule. The TCSO jail-information page directs former detainees to arrange property pickup with the property clerk at 918-596-8872. Posted hours are Monday through Friday, 8:00 a.m. to 4:00 p.m., with observed holidays closed. This is a property route, not the public release-record office.
Property After Tulsa County Release
A person leaving DLMCJC may still need to recover property after the custody transaction is complete. Scheduling with the property clerk prevents the jail's continuous operation from being mistaken for continuous pickup service. Call first, use the posted weekday window, and ask what identification or authorization is needed for the specific property.
A suspected error belongs with the agency that created the record. Give TCSO the booking number and a supporting court order when asking about an incorrect county release entry. If ODOC made the disputed status, contact ODOC instead. A portal vendor displays supplied information but does not replace the authoritative custodian or rewrite the source record.
Find Tulsa County Released Inmates
Begin with the type of custody, not a broad name search. A county booking, municipal arrest, state sentence, federal case, and immigration hold live in different systems. Use a booking, corrections, court, or agency identifier whenever possible. Exact identity work reduces false matches and helps the records office find the right event.
- Check the Tulsa County current-inmate portal. A match supports current county custody at the update time. No match proves only that the current search returned none.
- Search the Tulsa District Court docket in OSCN, or Tulsa Municipal Court for a city ordinance matter. Read orders and events near the suspected exit.
- Use OK VINE for a participating agency's current status and movement alerts. Match the reporting agency and last update.
- Search ODOC after a state sentence or transfer. Distinguish incarceration, community supervision, parole, and discharge.
- Check BOP, PACER, ICE, or USMS when the case or hold belongs to a federal authority.
- Request the custodial release transaction when online systems cannot establish the outcome.
A released person normally leaves the live Tulsa roster. Disappearance does not reveal bond, transfer, another hold, or community release.
The same-day absence finding is developed further on the Released Last 24 Hours page. For one named person, keep the jail event, legal authority, and receiving-agency result together.
ODOC Tulsa Release Search
The Oklahoma Department of Corrections offender lookup is the statewide path after a Tulsa County defendant enters ODOC custody. Search with an ODOC number when known. Otherwise test exact name and aliases, then compare at least two identifiers. ODOC warns that its lookup recently changed data sources and may have unanticipated issues, so a surprising absence or status needs another source.
| Search or result field | How to use it |
|---|---|
| Name and alias | Find candidates, then verify identity |
| ODOC number | Identify the corrections record precisely |
| Photo and description | Support identity, never substitute for an identifier |
| Conviction county and offense | Connect the record to the Tulsa case |
| Status and location | Separate prison, supervision, parole, and discharge |
| Sentence and reception data | Check the term and entry into ODOC |
The ODOC offender-information page explains that release dates may be confidential for general inquiries and that any calculated date is tentative. Public data downloads offer a fallback with names, sentences, reception dates, and status. ODOC Legal Services also lists Offender Records and Registries contacts, including osordischarges@doc.ok.gov for discharge inquiries.
The official lookup and its source warning can be reviewed before searching.
The screen belongs to the statewide corrections system, so it does not replace a Tulsa County jail release entry.
Tulsa County Recent Release Limits
TCSO's official links provide a Search by Name route and a booking-ID list for people in current custody. Research completed July 31, 2026 did not verify a separate sheriff view for people released within 24 hours, 72 hours, or another historical window. It also found no published update cadence or promise that a former booking remains visible. The accurate conclusion is narrow: the reviewed official sources did not expose a public recent-release feed. It would be wrong to relabel the current roster as one.
A bounded records request is the direct fallback. For a list, specify the start and end date, the time zone, and the existing fields sought, such as booking number, release time, release type, or receiving agency. Ask whether TCSO maintains an existing release log or native electronic export. An agency is not required to create a new report just to answer a question, and it may apply exemptions or lawful charges. A tight range makes the request clearer and may reduce work.
For one person, triangulation is faster. Check current custody, then read the court docket around the suspected release, search the exact person in VINE, and follow ODOC or another receiving authority when the case suggests transfer. Call DLMCJC for routing if timing matters, but obtain the written transaction when the exact manner of release is important. The absence of a name remains an unresolved clue until one of those sources identifies an event.
No verified Tulsa sheriff app or official mobile recent-release archive was found; the TPD-linked vendor portal should be treated as a current access route only.
Courts Behind Tulsa County Releases
Tulsa searches require the right court. OSCN's Tulsa District Court search accepts case number, party name, birth-date range, case type, filing range, and closed-date range. Read the chronology for bond, dismissal, sentence, jail credit, warrants, and signed release-related orders. “Case closed” is not the same as released because another charge or authority may still hold the person.
Tulsa Municipal Court handles city ordinance cases and is separate from the district-court search. OSCN states that its traffic citation route does not search municipal citations. Federal matters belong in PACER and the Northern District of Oklahoma. Choosing the wrong court can create a false no-record result even when the jail event is real.
The official Tulsa court fields are visible through the linked OSCN search.
A docket should be paired with the jail or corrections event because court authority and physical release answer different questions.
Tulsa Release Alerts and Supervision
OK VINE offers confidential custody checks and notification by available phone, text, email, in-app, or TTY channels. Select Oklahoma, search the specific person, compare identity and reporting agency, and read the exact custody status and update time. A VINE “out of custody” result from one agency can still mean transfer. Registration should be completed on the matched record, with any verification or phone PIN kept private.
Parole and probation require another distinction. The Oklahoma Pardon and Parole Board conducts parole proceedings and publishes dockets or results. ODOC Probation and Parole Services supervises people after release. A favorable board action is not proof of physical release, and supervision is not full discharge. The main Tulsa office is listed at 201 W. 5th Street, Suite 200, Tulsa, with phone 918-581-2931.
ICE After Tulsa County Release
TCSO separately directs immigration questions to ICE. That local instruction matters because a county “release” may be a handoff on an immigration detainer. Check the ICE Online Detainee Locator with the A-number and country of birth, or exact biographical information. The locator includes current detainees and, under current ICE guidance, people released from ICE custody within a limited recent window. Processing lag, age limits, identity rules, and agency discretion can still affect results.
Federal criminal custody uses different records. The BOP Inmate Locator covers federal inmates from 1982 forward and may show “Released” with a date or “Not in BOP Custody.” That status is limited to BOP. PACER supplies detention, judgment, revocation, and supervised-release events, while USMS handles many pretrial prisoners who are not yet in a BOP institution.
Compare Tulsa County Release Sources
No single source covers every Tulsa County release. The correct record depends on the custodian and the question being asked.
| Source | Best use | Key limit |
|---|---|---|
| Tulsa IIC | Current DLMCJC custody | Not a release archive |
| TCSO release record | Historical county exit and manner | Must often be requested |
| OSCN or Municipal Court | Legal authority and case events | Does not prove physical checkout alone |
| ODOC lookup | State custody, supervision, or discharge | Not a county jail record |
| OK VINE | Status and movement alerts | Can lag and is not legal proof |
| BOP, PACER, ICE | Federal or immigration scope | Each covers only its own authority |
Tulsa Jail Transition and Releases
Tulsa's municipal custody route is changing. The City opened the municipal jail in 2018 to separate city processing from some mixed city and state matters. On July 27, 2026, local reporting said the mayor directed the facility to close. That direction was recent when the research was completed, so it should not be treated as proof that every operation or transfer had finished.
For an older city matter, search Tulsa Municipal Court and contact the city. For a current arrest during the transition, check both the municipal system and DLMCJC. A move from the city jail to the county jail is a transfer, not community release. Always date-stamp the answer and identify which agency supplied it.
Tulsa County Release Facilities
The Facility Map includes custody systems and a community-supervision office because each can be the next stop after a Tulsa case. Their pages use the correct county, city, state, federal, or immigration record instead of treating every departure as a county jail release.
- David L. Moss Criminal Justice Center: county custody may end in community release or transfer.
- Tulsa Municipal Jail: city custody is in an active 2026 transition.
- Broken Arrow Municipal Jail: separate city custody with its own bond and court routes.
- Jenks City Jail: dispatch provides case-specific release instructions.
- Family Center for Juvenile Justice / Tulsa County juvenile detention functions: restricted youth records require authorized routing.
- Tulsa County District Community Corrections / Probation and Parole offices: community supervision is not detention or discharge.
- ODOC institutions statewide: statewide prison and discharge records follow a state sentence.
- Federal custody serving Tulsa cases: BOP, PACER, and USMS cover different federal stages.
- ICE custody / Tulsa County ICE holds: immigration transfer or release needs ICE confirmation.
